I believe that if you help someone with lets say it's their math homework. I believe that if you explain how to do the problem so they understand, or maybe explain how to do a problem like the one the one that is on their homework, that wouldn't be considered cheating. However, if you simply just do the homework for them, and they have no understanding of how the answer was produced, then that would defiantly be considered cheating. I believe it is also in the heart of the person asking for help. If they are just out to find someone to do their homework for them, it is cheating. However, if they truly don't understand the homework and need help with it, it is hard to help them without giving them some answers, and explaining how you achieved those answers so that if they were to get the question again, they would be able to answer it on their own.
It's hard to determine that point. Some of the people I tutor in English really want to learn the concepts and become a better writer. Others just want me to generate the material for their paper. That can be frustrating, but you learn to tell when someone truly wants to learn and when someone wants you to do their work. At that point you just say no.
